ECC Application and Environmental Impact Assessment in the Philippines
EnviSynergy prepares the environmental impact assessment documents required to secure an Environmental Compliance Certificate (ECC) from the DENR Environmental Management Bureau, from project screening through ECC issuance and post-ECC compliance.
Request a ConsultationWhat Is an ECC?
An Environmental Compliance Certificate (ECC) is the document issued by the DENR Environmental Management Bureau (EMB) that certifies a proposed project will not cause significant negative environmental impact, based on the proponent's environmental impact assessment and commitments. The requirement arises from Presidential Decree No. 1586, which established the Philippine Environmental Impact Statement System (PEISS), and is implemented through DENR Administrative Order No. 2003-30 and its Revised Procedural Manual.
Projects classified as Environmentally Critical Projects (ECPs), and projects located in Environmentally Critical Areas (ECAs), are covered by the PEISS. The type of document required depends on the project category, scale, and location. Projects outside the coverage of the system may instead secure a Certificate of Non-Coverage (CNC).
As a DENR-EMB registered EIS preparer (CFCO-0045), EnviSynergy determines the correct coverage and document type at the outset, which reduces the risk of returned applications and review delays.

How the ECC Process Works
- 1
Screening
The project is classified under the PEISS to determine whether an EIS, IEE Checklist, EPRMP, or CNC applies.
- 2
Scoping
For EIS-based applications, the scope of the assessment is agreed with EMB and the review team, with stakeholder participation.
- 3
Baseline Studies and Impact Assessment
Field surveys and analysis establish existing conditions and predict impacts across the land, water, air, and people modules.
- 4
Document Preparation and Submission
The EIA report and supporting documents are prepared and filed with the appropriate EMB office.
- 5
Review and Decision
EMB reviews the application, which may include technical review and requests for additional information, before issuing a decision.
- 6
Compliance Monitoring
After issuance, the proponent implements the ECC conditions and submits the required monitoring reports.
