Why Air Quality Monitoring Matters

Air quality monitoring is required at several points in a project's life. EIA baseline studies establish existing ambient conditions before construction. ECC conditions often require periodic ambient and noise monitoring during construction and operation. Establishments with air pollution source installations must demonstrate compliance with the emission standards in the Implementing Rules and Regulations of RA 8749 (DAO 2000-81) and report results through their Self-Monitoring Reports.

EnviSynergy plans each program around the applicable regulatory requirement, selects monitoring stations and parameters, and coordinates sampling and analysis with DENR-accredited source emission testing firms and EMB-recognized laboratories. Results are interpreted against the applicable standards and prepared for submission.

Air Monitoring Services

Ambient Air Quality Monitoring

Monitoring of criteria pollutants at project boundaries and sensitive receptors for EIA baselines and ECC compliance.

  • Particulate matter (TSP, PM10, PM2.5)
  • Gaseous pollutants such as SO2 and NO2, as required
  • Station siting and sampling schedules
  • Comparison against National Ambient Air Quality Guideline Values

Source Emission Testing Coordination

Planning and coordination of stack testing for boilers, generator sets, furnaces, and other stationary sources.

  • Testing by DENR-accredited third-party firms under DAO 2013-26
  • Parameter selection based on source type
  • Evaluation against emission standards for stationary sources

Noise Level Monitoring

Daytime and nighttime noise measurements at site boundaries and nearby communities.

  • Baseline and compliance monitoring
  • Construction and operational noise assessment
  • Mitigation recommendations

Air Dispersion Modeling for EIA

Prediction of ground-level pollutant concentrations from proposed sources to support impact assessment.

  • Emission inventory development
  • Sensitive receptor analysis
  • Input to the Environmental Management Plan

Self-Monitoring Report (SMR) Air Module

Preparation of the air quality section of the Self-Monitoring Report required under DAO 2003-27.

  • Air pollution source equipment inventory
  • Operating hours and control facility records
  • Emission test results

Monitoring Data Management

Consolidation of monitoring results across periods and sites for trend analysis and reporting to regulators, lenders, and management.

  • Trend and exceedance analysis
  • ECC Compliance Monitoring Report inputs
  • Lender and ESG reporting

How We Deliver a Monitoring Program

  1. 1

    Requirement Review

ECC conditions, permit conditions, and applicable standards are reviewed to define what must be monitored and how often.

  2. 2

    Program Design

Stations, parameters, methods, and schedules are set and documented in a monitoring plan.

  3. 3

    Sampling and Analysis

Fieldwork is carried out with accredited testing firms and EMB-recognized laboratories.

  4. 4

    Evaluation

Results are compared against the applicable standards and prior periods, and exceedances are flagged with likely causes.

  5. 5

    Reporting

Findings are prepared for the SMR, the ECC Compliance Monitoring Report, or the EIA document, as applicable.
