Water Quality Requirements for Establishments and Projects

Under the Philippine Clean Water Act of 2004 (RA 9275) and its Implementing Rules and Regulations (DAO 2005-10), establishments that discharge wastewater must hold a Discharge Permit and meet the General Effluent Standards. DAO 2016-08 sets the Water Quality Guidelines by water body classification and the General Effluent Standards. DAO 2021-19 updated the guidelines and standards for selected parameters, including ammonia, boron, copper, fecal coliform, phosphate, and sulfate.

Under DAO 2016-08, establishments monitor the effluent parameters determined to be significant to their operations, known as Significant Effluent Quality Parameters, and report the results through the Self-Monitoring Report. ECC holders may also be required to monitor receiving waters, groundwater, or marine waters as a condition of their ECC.

EnviSynergy designs monitoring programs around these requirements, coordinates sampling and analysis with EMB-recognized laboratories, and evaluates results against the standard that applies to the receiving water body classification.

How We Deliver a Monitoring Program

  1. 1

    Requirement Review

Discharge Permit conditions, ECC conditions, and the classification of the receiving water body are reviewed to define the applicable standards.

  2. 2

    Program Design

Sampling points, parameters, methods, and frequency are documented in a monitoring plan.

  3. 3

    Sampling and Analysis

Samples are collected and analyzed with EMB-recognized laboratories.

  4. 4

    Evaluation

Results are compared against the applicable guidelines and standards, and exceedances are traced to likely causes.

  5. 5

    Reporting

Findings are prepared for the SMR, the ECC Compliance Monitoring Report, or the EIA document, as applicable.
