Legal Basis
RA 9147 (Wildlife Resources Conservation and Protection Act), the 2014 East Asia Declaration on Combatting Wildlife Trafficking, and Philippine commitments under CITES. WildLEAP is consistent with the Philippine Biodiversity Strategy and Action Plan 2015-2028.
What the Order Does
Adopts WildLEAP 2018-2028 (Annex A) as the national roadmap for addressing wildlife crime and as the guide for prioritizing enforcement, allocating funds, and evaluating enforcement impact.

- Networking and Coordination
- Capacity Building
- Communication, Education, and Public Awareness (CEPA)
- Improving Governance, Curbing Corruption
- Reporting, Monitoring and Evaluation
Each strategy carries objectives, interventions, targets, indicators, and timeframes.
Implementation
- DENR Regional Offices and the Biodiversity Management Bureau disseminate WildLEAP, run awareness campaigns, lead implementation, and coordinate with other agencies.
- All existing and future DENR task groups and environmental law enforcement bodies must use WildLEAP in planning and enforcing wildlife laws.
- Reviewed every three years and updated as needed.
- Funded through the annual budget proposals of the Regional Offices and BMB.
Effectivity
Takes effect 15 days after publication and ONAR acknowledgment.
