Legal Basis
Executive Order No. 192; RA 11032 (Ease of Doing Business and Efficient Government Service Delivery Act of 2018); DAO 2007-29 (Revised Regulations on Land Surveys); and DAO 2010-18 (adoption of LAMS Philippines).
SECTION 3. Scope
All land surveys submitted to DENR Regional Offices for inspection, verification, and approval through LAMS Philippines.
SECTION 5. Standard IVAS Stages
- Preliminary assessment of survey returns against a checklist (Annex B). A strict "No To Follow" rule applies: incomplete returns are not accepted and are returned with a notice (Annex C).
- Acceptance upon payment of verification fees and upload of the Digital Land Survey Data file through eSurveyPlan; a LAMS-IVAS transaction number is assigned. Processing time counts from fee payment, and the First-In-First-Out rule applies.
- Technical verification through the Records, Projection, Verification, and Cartography stages.
- Final verification and evaluation.
- Approval or rejection under DAO 2022-13. Returns with adverse findings go back to the geodetic engineer, who has 40 days to comply; automated SMS or email notice tolls the processing period, and non-compliance results in automatic rejection.
- Withdrawal only by the geodetic engineer with the landowner's written consent, or by the landowner with notice to the engineer.
- Release of the approved plan and Tabular Technical Description.
Archiving and Notification
Approved returns become official DENR records only once scanned and uploaded to the LAMS Digital Cadastral Database. Claimants and engineers are notified by SMS or email at each status change.
SECTION 8. Standard Processing Time
LAMS-IVAS transactions are classified as highly technical applications under RA 11032 and are processed within 20 working days, extendable once by another 20 working days with notice to the client stating the reasons. Non-compliance is subject to RA 11032 sanctions.
SECTION 9. Separate Lanes
Regional Offices maintain a Private Surveys Lane and a Government Surveys Lane through technical verification, converging at final verification. Annex A allocates indicative processing days per stage.
Monitoring and Effectivity
The Land Management Bureau monitors IVAS in real time through LAMS. The Order takes effect fifteen (15) days after publication and upon acknowledgement by ONAR.
