Legal Basis

Executive Order No. 192, s. 1987; RA 8560 (Philippine Geodetic Engineering Act of 1998), as amended; RA 11032 (Ease of Doing Business Act); DAO 2007-29 (Revised Regulations on Land Surveys); and DMC 2010-13 (Manual on Land Survey Procedures).

SECTION 5. Requirements

NGAs and LGUs submit two copies of a letter request (Annex A) to the Land Management Bureau (LMB). The ATP is tagged as official business and issued free of charge by the Geodetic Surveys Division.

  • New authorization: at least five sample printouts of each survey form and plan.
  • Renewal: a copy of the expired authorization, filed at least two months before expiry.

Key Provisions

  • Turnaround time: classified as a highly technical application with a 20-working-day processing period, extendable once with written notice.
  • Exemption: DENR Regional and Field Offices do not need an ATP.
  • Logos: each agency or LGU uses its own official logo on the forms.
  • Validity: five (5) years for new or renewed ATPs (Annex B template, with conditions on print quality, LMB inspection, and rejection of substandard forms at IVAS).
  • Restriction: the ATP is for government survey projects by the agency's own geodetic engineers only. Use by government geodetic engineers in their private capacity is prohibited and penalized.

Effectivity

Takes effect fifteen (15) days after publication in a newspaper of general circulation and upon acknowledgement by ONAR.
