Legal Basis
PD 705 (Revised Forestry Code of the Philippines), as amended, and Executive Order No. 192.
SECTION 2. Objectives
Ensure the authenticity of forestry-related issuances through security features; prevent forgery, tampering, and counterfeiting; and support improvement of the online database of forestry issuances.
SECTION 3. Scope
- Tenure instruments: all 25-year forestry tenure instruments, including IFMA, FLGMA, SIFMA, FLAg, FLAgT, and CBFMA.
- Permits and certificates: all forestry-related permits and certificates. Registered chainsaws also receive hologram stickers as security labels.
SECTION 5 and 6. Adoption and Procurement
All covered originals are printed on SECPA with prescribed security features. The Forest Management Bureau (FMB) procures printing from Recognized Government Printers through an agency-to-agency agreement (Annex A MOA template). Specified features include modulus numbering, DENR watermark and security lines, guilloche lines, paper with overt and covert fibers, UV-reactive numbering, a UV logo, a digital watermark, and microprint; hologram stickers are full-color PVC.
SECTION 7. Authorized Printing Offices
- FMB: issuances approved by the DENR Secretary or authorized representative.
- Regional Licenses, Patents and Deeds Division: issuances approved by the Regional Executive Director.
- PENRO/CENRO Regulation and Permitting Section: issuances approved at PENRO or CENRO level.
Only approved applications are printed. The applicant receives the SECPA original; duplicates are kept on regular bond paper.
Reporting, Fees, and Transition
Field offices submit quarterly SECPA inventory reports to FMB; misprints are turned over to FMB for shredding. Administrative fees will be updated to reflect SECPA printing costs. Issuances made before the Order remain valid until expiry and are printed on SECPA upon renewal. Issuances will also be available digitally once the Frontline Services Transaction System is implemented.
Effectivity
Takes effect fifteen (15) days after publication in a newspaper of general circulation and upon acknowledgement by ONAR.
