Legal Basis

Civil Service Commission MC No. 06, s. 2022 and COA-DBM Joint Circular No. 1, s. 2022.

Objectives

Set parameters and procedures for flexible work while ensuring continuity of public service, and reduce DENR's monthly consumption of electricity, water, and petroleum products.

Scope and Period

All DENR offices nationwide, covering employees and contract of service personnel, except functions requiring on-site presence seven days a week (for example, animal keepers and checkpoint personnel). The pilot runs from January 2, 2026 to March 27, 2026.

Arrangements

  • FWA A: four days on-site (Monday to Thursday) plus work-from-home on Fridays, eight hours daily. Flexi-time starts 7:00 to 8:00 AM on Mondays and 7:00 to 9:00 AM Tuesday to Friday. WFH staff submit daily accomplishment reports (tied to their IPCR), must be reachable during duty hours, and sign a non-disclosure declaration.
  • FWA B: compressed workweek of ten hours daily, Monday to Thursday (7:00 AM to 7:00 PM), for functions requiring on-site presence such as drivers, laboratory technicians, and frontline receiving units.

What This Means for the Public

Heads of office must keep frontline services open from 8:00 AM to 5:00 PM, including during lunch breaks, and offices are directed to expand online transactions and electronic signing. Clients transacting with DENR offices, including EMB and field offices, may still find reduced on-site staffing on Fridays during the pilot and should confirm availability of specific officials or signatories in advance.

Monitoring

Productivity is tracked through quarterly accomplishment reports; a client satisfaction survey and energy and fuel savings assessment are due April 10, 2026; and HRDS submits an overall evaluation by April 24, 2026 to inform full adoption.

Effectivity

Takes effect fifteen (15) days after publication and upon filing with ONAR.
