DENR Administrative Order No. 2026-25

Subject: Revised Price Monitoring System for Selected Forest Products

Signed: May 25, 2026; Published: Manila Standard, June 11, 2026; Acknowledged: ONAR, UP Law Center, June 16, 2026

Legal Basis

PD 705 as amended (Revised Forestry Code), RA 7581 (Price Act), Executive Order No. 192, DTI-DA-DOH-DENR-DOE JAO No. 1993-01 as amended by JAO No. 2013-01, and DENR Memorandum Order No. 2021-03.

Objective

Improves the Revised Price Monitoring System (RPMS) to generate reliable, up-to-date price data and statistics on forest products for public information.

Scope

Selected forest products including logs, lumber, plywood, plyboard, firewood, charcoal, nipa shingles, sawali, rattan, bamboo, almaciga resin, beeswax, gutta-percha, anahaw leaves, poles, buri leaves and midribs, hingiw, honey, nipa sap, nito, and salago bark. The FMB may update the list by memorandum.

Key Provisions

  • Mobile Price Monitoring Application (MPMA) and its manual are adopted for collecting, consolidating, and reporting price data. Monthly price data from Price Monitoring Areas are collected through the MPMA using survey forms for FOB market prices of logs and non-timber forest products, and domestic retail prices of lumber, wood panel products, and other non-timber forest products.
  • Price Monitoring Areas (PMAs) are CENROs or Implementing PENROs with established trading centers (pick-up or delivery points) or sustained production activity for at least five years.
  • Reporting schedule: CENRO to PENRO by the 5th day of the following month; PENRO and Implementing PENRO to Regional Office by the 15th; Regional Office to FMB by month-end.
  • Quarterly price bulletin: FMB publishes prevailing market prices on its website as a reference for fair prices. The bulletin is informational and may not be used to dictate or impose prices on tenure holders, manufacturers, traders, or retailers.
  • The FMB Director may revise survey forms and the manual without a new policy issuance.

Effectivity

Takes effect fifteen (15) days after publication and upon filing of three certified copies with ONAR and the UP Law Center.

Signed by Secretary Atty. Juan Miguel Cuna, CESO I. Source: official DENR issuance with annexed MPMA user manual (DAO-2026-25).
